Misguided or not, the publisher will soon find himself banned from the program when someone reports the abuse. Adwords advertisers will pounce on this sort of behavior wherever they see it, (after all, they are the ones suffering from artificially generated click activity) and I don't hold out much hope for this individual's Adsense account.
